تاریخچه شصت سالة آمایش سرزمین در جهان، این سؤال اساسی را مطرح می‌کند که چرا پیروی از الگوهای موفق در فرایند آمایش سرزمین، همیشه از نتایج مشابهی برخوردار نیستند؟ آیا منشأ تفاوت‌ها و ابهامات در مرزبندی، همبستگی و پیوند میان سطوح تصمیم‌سازی، تصمیم‌گیری، سیاست‌گذاری زمین،‌ دموکراسی افسارگسیخته در مالکیت، استفادة غیر منطقی از اراضی، بی‌ثباتی در برنامه‌ها، نداشتن الگوی مناسب توسعه، منطقه‌بندی غیر اصولی، و در یک کلام در نحوة اجرای فرمداری زمین نبوده است؟
هدف اساسی این مقاله بررسی نقش و اهمیت فرمداری زمین در تحقق و بهبود اهداف و برنامه‌های آمایش سرزمین است. در انجام این تحقیق که عمدتاً از روش توصیفی و تحلیلی استفاده شده است، به این نتیجه رسیده‌ایم که فرمداری زمین اساسی‌ترین پیش‌شرط اجرای سیاست‌ها، طرح‌ها و برنامه‌های آمایش سرزمین در پهنة سرزمین است. در واقع، تجربیات به دست آمده از کشورهای پیشرو در زمینة آمایش سرزمین نیز نشان می‌دهند که فرمداری زمین و نقش آن در آمایش سرزمین از آن رو حایز اهمیت است که مستقل از کلیة دیدگاه‌ها و سیاست‌گذاری‌های از پیش تعیین شده، قبل از هر چیز وابسته به نحوة مدیریت، برنامه‌ریزی و کاربری زمین به عنوان مهم‌ترین بستر تمامی اقدامات و تحولات سرزمین می‌باشد.
