بوستان ولایت بزرگ‌ترین سطحی است که تاکنون در تهران برای ساخت یک بوستان برنامه‌ریزی می‌شود. این فرصت تابه‌حال کمتر نصیب تهران شده و احتمالا بعد از این هم دیگر نخواهد شد. چه ظرفیت‌های شهری و فرهنگی را در این سطح می‌توان داشت و چه فضاهای فرهنگی و شهری را می‌توان علاوه بر فضاهای موجود تعریف شده در فاز اول پروژه در اراضی قلعه‌مرغی تهران فراهم کرد؟

مساحت تهران ۷۳۰ کیلومتر مربع است. سطح فرودگاه و پادگان قلعه‌مرغی هم چیزی نزدیک به ۳۰۰ هکتار یا همان سه کیلومتر مربع است؛ همان فضایی که بعد از انتقال پادگان به خارج از شهر به بوستان بزرگ ولایت تغییر نام و کاربری داده است. با یک ضرب و تقسیم ساده عددی که از نسبت این فضا به کل شهر تهران به‌دست می‌آید، یک به ۲۴۳ است که با توجه به اینکه بخشی از حاشیه حریم شهر تهران عملا استفاده‌ شهری ندارد، برای تقریب ذهن و اینکه مطلب روشن‌تر شود، سطح کل بوستان ولایت کمی بیش از یک دویستم کل پایتخت تهران را با همه بزرگی‌اش و با همه ارزش اقتصادی و اجتماعی‌ای که هر مترمربعش دارد به‌خود اختصاص داده است.
امروز کار ۱۴۰ هکتار از اراضی قلعه‌مرغی به انجام رسیده و همه بخش‌های فاز اول پروژه بوستان ولایت راه افتاده است. در صفحات گزارش، مطلب مفصلی درباره فضاهایی که در این فاز طراحی و ساخته شده است، نوشته شد اما نباید فراموش کرد که این فقط یک فاز کمتر از نیمی از کل مجموعه‌ای است که قرار است بزرگ‌ترین مجتمع فرهنگی، خدماتی و گردشگری ایران باشد. ۱۶۰ هکتار از فضاهای میانی بوستان مانده و مدیریت شهری و مشاوران مشغول برنامه‌ریزی و طراحی فضاهای باقی‌مانده است، چنانکه شایسته عنوان آن و سطح که از شهر اشغال کرده باشد. به‌هرحال این فرصت تابه‌حال کمتر نصیب تهران شده و احتمالا بعد از این هم تا تهران «تهران» باشد، به‌دست نخواهد آمد.برای صفحات اسکیس این شماره به‌سراغ چند هنرمند رفته‌ایم و از آنها خواسته‌ایم برایمان بگویند که اگر بوستان ولایت دست آنها بود و اختیار سطح آزاد ۰۰۲:۱ پایتخت را داشتند، در آن‌چه می‌کردند. قاعدتا هر یکی از هنرمندان از دریچه نگاه حرفه‌ای خود به این سطح نگاه کرده و آن را از زاویه‌ای دیده‌اند که کمتر معمار و شهرساز و طراح شهری می‌بیند؛ کسانی که کارشان رجوع به دغدغه‌های فرهنگی و اجتماعی و طراحی فضای مناسب برای پاسخگویی به آنهاست.عنوان این صفحات، برگرفته از تکنیک اسکیس در معماری است. تکنیک تصویر کردن ابتدایی طرحی که به ذهن یک معمار می‌رسد و حجمی که برای اولین‌بار روی کاغذ ترسیم می‌شود. یادداشت‌های کارشناسان این صفحات هم به مثابه ایده‌های اولیه‌ای است که درباره سوژه پیشنهادی ما به ذهن آنها می‌رسد و پیشنهادهایی که می‌تواند در راه رسیدن به هدف مطلوب نقطه آغازی تلقی شوند.
